There has been much discussion on establishing appropriate objectives for an organization. If you were given the task of developing the objectives, how would you proceed, and what objectives would you recommend for the Rural City Police Department?

Case Study Rural City Police Department

The Rural City Police Department has embarked on a strategic planning process. The chief of police established a planning committee to develop specific goals and objectives for the organization. The planning committee established a separate subcommittee to look at appropriate goals and objectives for the various operational units within the police department. This subcommittee consists of a patrolman, a sergeant, a lieutenant, and a captain.

The department has had the vision to be the premier law enforcement organization in the state. Crime is low. Most of the officers are involved with quality of life issues such as noise or improperly parked cars. Officers are well educated and receive specialized training as a reward for good performance. As with many police departments, the organization is dedicated to community policing and helping the citizens solve their problems through mediated efforts. The organization believes in the community policing philosophy.

The subcommittee has met several times and has determined specific tasks it needs to complete. The goals have been outlined and include: the following items: (1) ensure the highest quality of life for the citizens; (2) prevent crime; (3) ensure safe neighborhoods, and (4) increase the professionalism of the officers.
